It was an apparent discussion held recently called State of the Game wherein it was disclosed that the title is surely broken, despite the length in which the game was already out in public.

As things may be at some point difficult to patch up immediately, "Tom Clancy's The Division" may experience more than a single server maintenance period scheduled. Given also that bug fixes and issues may take time to rectify, fans may be in for quite the wait.
