The modification at question is named “Old World Radio: Boston” and is an audio patch with compilation of the greatest hits of the 40’s and 50’s delivered through additional in-game stations. So, where are the cats? There were cats in the 40’s and 50’s music, but it was just a slang. Well there are some news for you.

GameRant reveals the mechanics working behind the mod. The mod creators instantiate an invisible cat every time that the radio station is changed. Your new invisible companion serves as a settlement radio station, playing out the greatest hits of the past century, while keeping all other stations properly running.
So, if you have ever downloaded this mod and you have felt stalked by the tiny paws of a friendly cat, here is your answer. Also, there is a small chance of receiving a bug which will endlessly spawn cats around you, until you get the radio stations running.
