In the said event, according to Showbiz Cheat Sheet, they can talk to CJ, who is staying in a registration tent outside of the Resident Services building, in order to start a timer. Once the timer starts, they will catch as many fish as they can on the beach.

After the timer stops, they will count how many fishes that they have caught. These will be converted into points, which they can use to exchange for event-exclusive items such as Fish Trophies, and those under the Fish Swag set, including furniture and clothing.

In order to exchange said points for a Fish Swag item, according to game8.co, they will talk to CJ, then select "Exchange my Points for Swag." If they give 10 points to the non-playable character (NPC), they will receive a random item.
